Project Description:
This transformative project will develop a comprehensive plan for the Shenandoah University Commercial Kitchen & Culinary Hub in the Northern Shenandoah Valley. This Hub will provide critical space, programming, and resource support for value-added food entrepreneurs and local agricultural producers. The primary goals are to hire a professional consultant to (1) Identify the Hub’s focus and mission through a needs analysis, surveys, and stakeholder interviews, (2) Evaluate and plan physical space, including equipment needs and layout, and (3) Create a detailed business plan to affirm feasibility and to serve as a roadmap for future implementation. This initiative uniquely addresses both the critical economic needs of small-scale food entrepreneurs and maximizes the utility of a valuable regional asset, the former Perkins’ Restaurant space. This strategic alignment fosters sustainable economic growth by transforming a local challenge into a catalyst for culinary innovation and job creation, fostering a new generation of high-growth food and beverage companies. This dormant property presents an immediate opportunity to address escalating demand for licensed commercial kitchen space revitalizing an underutilized university asset and providing a timely resource for the region’s burgeoning food entrepreneur community. This strategic use aligns with the Go Virginia initiative’s focus on incentivized collaboration.
The one-year planning grant of $100,000 to facilitate a data-driven, community-focused planning process. Specific activities include consultant-led development of project goals, architectural and engineering services for preliminary designs, and robust community engagement outreach, including targeted stakeholder meetings and focus groups to ensure sustained buy-in and a solution tailored to serve our region’s needs. The output will be a comprehensive business model that is both sustainable and responsive to the needs of the region’s diverse agricultural economy. The grant will fund a detailed needs analysis and market survey for the Northern Valley, involving direct engagement with local businesses and support organizations like the Virginia Cooperative Extension and the Virginia Department of Agriculture and Consumer Services. We will also tour other successful food enterprise centers, such as Hatchery in Richmond, to identify best practices. These insights will then be adapted to inform our operational model, ensuring we avoid the pitfalls of previous projects that failed due to a lack of comprehensive ‘incubator services,’ while also tailoring the model to the unique agricultural and economic landscape of the Northern Shenandoah Valley. All of these efforts will culminate in a comprehensive business plan, complete with a robust financial structure, a sustainable revenue strategy, and a clear funding pipeline, strategically positioning this project for a future Go Virginia implementation grant and ultimately, a transformative impact on the region’s food economy.
